HB 1228 heard in Executive Session, passes out of House Education Committee

House Bill 1228, sponsored by Rep. Tishaura Jones (D-St. Louis) was passed out of the House Elementary and Secondary Education Committee on Wed., 2/8, on a vote of 14-4. Rep. Ira Anders (D-Independence), Rep. Joe Aull (D-Marshall), Rep. Terry Swinger (D-Caruthersville) joined Rep. Sara Lampe (D-Springfield)  in voting against passage of HB 1228 out of Committee.

Key provisions of the bill include a stipulation that prevents charter schools from operating in a provisionally accredited district unless the district has been provisionally accredited for 3 of the last 4 years starting with the 2009-2010 school year. Additionally, non-profit entities may not sponsor a charter and a charter school cannot operate in a district that is provisionally accredited for financial reasons. The bill also increases accountability on charter schools and places stricter supervision requirements on charter school sponsors.  For more information about the bill, click here.

Despite passage, there was vocal opposition against several provisions of the bill. Rep. Sara Lampe (D-Springfield) voiced concern that private management companies sponsoring charters would take money away from students. Lampe offered two amendments, neither of which was adopted.

The bill will now move to the full House floor for debate.
